As AI systems become more capable, the deeper risk appears when expertise, memory, behavioral context, credentials, and routes to financial or physical consequence begin accumulating inside the same control structure.

Each Specialized Domain Intelligence is bounded by its own purpose, memory partition, keys, tools, disclosure rights and authority ceiling.

Evolution controls
Operational improvement must not quietly become constitutional change.
Federation alone is insufficient if a recursively improving system can broaden its own memory, executor routes or authority by treating technical succession as legitimacy.
Proposal ≠ succession
A system may propose a descendant; it may not confer constitutional standing on that descendant merely by producing it.
Admission ≠ activation
Being inspected or admitted into a bounded environment does not automatically authorize operation.
Activation ≠ consequence authority
An active intelligence still requires current admissibility for the exact consequence at bind-time.
Succession rule: no intelligence may authorize its own successor. No prior admission automatically becomes current authority.

Make the principle falsifiable.
A future bounded profile should ask whether multiple SDIs can produce a stronger composite evidentiary result without either system acquiring the other’s memory, credentials, tools, standing or execution authority.
Evidence composition test
Exchange signed, purpose-limited claims with exact provenance and expiry.
Authority non-transfer test
Verify that accepting another SDI’s evidence does not create bearer authority or transitive standing.
Succession test
Challenge a descendant requesting expanded tools, memory or executor routes and preserve no-bind behavior until separately governed.
